up in Washington as insiders apparently are seeking permission to speak
to Congress.An attorney for one of the employees recently claimed to Fox
News that her client and others have been threatened by administration officials.But
the White House denied Wednesday that any whistle-blowers were being blocked
from testifying. Press Secretary Jay Carney addressed the claims a day after
President Obama, during a lengthy press conference, said he was unaware
of the claims and would look into them."Benghazi happened a long time
ago," Carney said. "We are unaware of any agencies blocking an employee
who would like to appear before Congress to provide information related
to Benghazi."Carney said a prior review board "heard from everyone and invited
everyone." He said the latest allegations "are part of an unfortunate pattern
of spreading misinformation and politicizing the issue."At the same time,
officials with the State Department and Defense Department both wrote back
to House Oversight and Government Reform Committee Chairman Darrell Issa,
R-Calif., this week claiming they were "unaware" of any request for a
security clearance for an employee's attorney. The request for a security
clearance would be a necessary step for any potential whistle-blo
ifle used
to shoot at the White House at a "desolate crater" outside his
home in Idaho Falls, prosecutors said in the document. They said a
witness told them Ortega-Hernandez practiced shooting at items including
"a home stereo amplifier, an empty ammunition case, a video cassette recorder,
and a stereo speaker."Ortega-Hernandez fired the assault weapon from his
car, a black Honda Accord, and then fled on foot after he
crashed it, prosecutors said. They said he was later photographed riding
on a freight train headed northwest from Washington. A former FBI photographer
who takes pictures of trains as a hobby took the picture and
approached law enforcement with it, the document said.Ortega-Hernandez,
who was arrested in Pennsylvania several days after the shooting, told investigators
his car was stolen from him at gunpoint the same day as
the shooting.A status conference in the case is set for June 18.

have played a key role in fighting the government debt crisis afflicting
the 17 European Union member countries that use the euro.The ECB is

steps have been:LOWER INTEREST RATES: The ECB has cut its key interest
rate four times since Draghi become president. This month the ECB lowered

low of 0.5 percent.The refinancing rate is what the bank charges on
the credit it offers to eurozone banks and thereby influences interest rates
on the loans banks provide to each other, businesses and consumers. Theoretically,
a lower rate means cheaper borrowing costs and more incentive to borrow
money and expand a business. In practice, a slack economy has meant
weak demand for loans.UNLIMITED BOND BUYS: In 2012, high borrowing costs
were threatening to push indebted countries such as Italy and Spain into
a financial collapse that could have broken up the euro.Draghi took a
major step toward calming the eurozone crisis by announcing last year that
"within our mandate, the ECB is ready to do whatever it takes
to preserve the euro."The ECB followed through on Sept. 6 by offering
