CLEVELAND An Ohio prosecutor says he'll present evidence at the sentencing
of convicted kidnapper and rapist Ariel Castro that will prove he is
a monster.Cuyahoga (ky-uh-HOH'-guh) County Prosecutor Tim McGinty says experts
at Castro's Thursday sentencing will explain how he manipulated three women
to keep them captive for a decade or longer.McGinty hinted last week
at some of the conditions found inside the house, including keeping lights
turned off and using curtains as sound barriers. The 53-year-old Castro pleaded
guilty Friday to 937 counts of kidnapping, rape, assault and other charges
in a deal that sends him to prison for life plus 1,000
years.Castro abducted the women in Cleveland between 2002 and 2004 when
they were 14 to 20 years old. They escaped in May.
HARRISBURG, Pa. The Jerry Sandusky scandal appears headed for another court
fight that is sure to prolong the media spotlight and relive the
testimony of how the former Penn State assistant football coach molested
boys, sometimes in the university's athletic facilities.Penn State's ex-president
and two former top school administrators were ordered Tuesday to stand trial
on charges accusing them of covering up their failure to tell police
about a 2001 allegation that Sandusky molested a boy in a university
locker room shower, even after they knew police investigated complaints
about Sandusky showering with boys in 1998.It was, said lead state prosecutor
Bruce Beemer, a "conspiracy of silence."District Judge William Wenner called
it "a tragic day for Penn State University" after ruling that prosecutors
showed enough evidence during a two-day preliminary hearing to warrant a
trial for ex-President Graham Spanier, former vice president Gary Schultz
and ex-athletic director Tim Curley. The key testimony centered on a series
of emails among the three defendants that discussed the 1998 and 2001
cases and the testimony of Mike McQueary, a former team assistant and
quarterback who said he had immediately told Schultz, Curley and the late
longtime football coach Joe Paterno that he had seen Sandusky molesting
a boy in the shower in 2001.Spanier's lawyer, Elizabeth Ainslie, told Wenner
that the case against him "amounts to innuendo and far-fetched i

<p style="font-size:xx-small;"> the area. Officials
initially named the program Clean Sweep but quickly changed it to the
Homeless Outreach Prevent Efforts or HOPE after people started complaining
that Clean Sweep seemed like the city was comparing its homeless to
trash. The council approved $5,000 for the trial program which they say
is enough for 30 bus tickets. In San Francisco, you dont even need
to be homeless to qualify. The citys Homeward Bound Program provides bus
tickets for low-income residents who cant afford to move themselves. To qualify,
a person must be live in San Francisco, have family of friends
who will vouch to take them in, and be medically stable and
sober. Personal hygiene must be at an acceptable level to travel, although
the citys Human Service Agency, which runs the program, provides clothing
and shower facilities to people before they board the bus.City commissioners
in Fort Lauderdale, Fla., recently green-lighted a $25,000 program to get
the homeless out of their area. Funding for The Homeless Reunification Program
is taken out of the Florida Law Enforcement Trust Fund, which is
made up of money confiscated by criminalsSimilar programs were also started
in Floridas Palm Beach County and West Palm Beach.More than 7,000 homeless
people were placed in shelters and low-income housing units in Fort Lauderdale
from January-August 2011.
The Senate is ready for a showdown on President Obama's pick to
head the Bureau of Alcohol, Firearms, Tobacco and Explosives in a battle
that carries echoes of this year's gun control fight.Democrats were forcing
a vote Wednesday on ending Republican stalling tactics against B. Todd Jones'
nomination to head the agency, which enforces federal firearms laws. They
are hoping for a different outcome this time for Obama and his
allies, who were defeated in April when the Senate refused to expand
background check requirements for gun buyers. With Congress itching to begin
a summer recess at week's end, Wednesday's schedule also includes a vote
on ending delays against Samantha Power, whom the president nominated to
become ambassador to the United Nations. The former Obama foreign policy
adviser and longtime human rights activist was expected to win approval.Jones
seemed to face tough odds in January when Obama named him to
become ATF director. But with the influential National Rifle Association
saying this week that it is neutral about Jones, Democrats have expressed
optimism that they will garner the 60 votes needed to halt the
delays and hold a confirmation vote."I think we're going to get it,"
said Sen. Richard Durbin, D-Ill., the Democrats' vote counter.Obama nominated
Jones shortly after the December massacre at an elementary school in Newtown,
Conn., turned firearms violence into a top-tier issue. The gunman killed
20 first-graders and
