 MIAMI  The man who shot and killed six people at his 
South Florida apartment complex before being gunned down by police called 
911 hours before the shooting to say he was being followed.In the 
bizarre, 12-minute call, Pedro Vargas asked a dispatcher to run the license 
plate of a vehicle outside his building. He also said he was 
the victim of someone doing witchcraft against him.A recording of the call 
was released Wednesday by the Hialeah Police Department.At one point, the 
dispatcher asked to speak with Vargas' mother. The elderly woman got on 
the phone and told the dispatcher her son was acting disturbed and 
that she wanted to get him an appointment with a psychiatrist.She declined 
a dispatcher's offer to send police to the apartment.
 MIAMI  The Justice Department has shifted course on whether terrorism defendants 
deserve notice about evidence derived from formerly secret government surveillance 
programs.Prosecutors in a Miami case involving two Pakistani-born brothers 
now acknowledge they must notify the defendants if evidence from National 
Security Agency phone and Internet surveillance programs were part of the 
case. In May, the government insisted no such notice was required.The change 
follows leaks by former NSA contractor Edward Snowden revealing the massive 
surveillance programs to the public. The programs were authorized by amendments 
to the Patriot Act in 2008.Despite the shift, prosecutors say they don't 
plan to use any of this evidence to prosecute Raees Alam Qazi 
and Sheheryar Alam Qazi. Both have pleaded not guilty to terrorism-related 
charges involving an alleged New York bomb plot.

that Clean Sweep seemed like the city was comparing its homeless to

is enough for 30 bus tickets.In San Francisco, you dont even need 
to be homeless to qualify. The citys Homeward Bound Program provides bus 
tickets for low-income residents who cant afford to move themselves.To qualify, 
a person must be live in San Francisco, have family of friends 
who will vouch to take them in, and be medically stable and 
sober. Personal hygiene must be at an acceptable level to travel, although 
the citys Human Service Agency, which runs the program, provides clothing 
and shower facilities to people before they board the bus.City commissioners 
in Fort Lauderdale, Fla., recently green-lighted a $25,000 program to get 
the homeless out of their area. Funding for The Homeless Reunification Program 
is taken out of the Florida Law Enforcement Trust Fund, which is 
made up of money confiscated by criminalsSimilar programs were also started 
in Floridas Palm Beach County and West Palm Beach.More than 7,000 homeless 
people were placed in shelters and low-income housing units in Fort Lauderdale 
from January-August 2011.

women have offered detailed accounts of Filner's unwanted advances, including 
touching and slobbering kisses.Filner, who is 70 and divorced, said Friday 
he would enter two weeks of "intensive" therapy Aug. 5, defying calls 
from his own party leaders to resign. The former 10-term congressman is 
less than eight months into a four-year term as mayor.Land-use surveyor 
Michael Pallamary published a newspaper notice Sunday to begin a recall 
bid, two days after gay rights activist and newspaper publisher Stampp Corbin 
did so. Pallamary accused Corbin of being a stealth supporter of the 
mayor and threatened to file a complaint with the San Diego County 
district attorney's office alleging election law violations.Pallamary said 
Corbin would make little effort to collect the more than 100,000 signatures 
needed to get a recall measure on the ballot, setting it up 
to fail and preventing another recall drive for six months.Corbin denied 
the accusation Tuesday, saying Pallamary or anyone else was welcome to join 
the recall drive. He said he wouldn't pay anyone to collect signatures 
-- a common practice in California -- but that anyone could visit 
his office to sign the petition or pick up blank forms to 
circulate.Corbin, who was appointed chairman of a city commission under 
Filner, declined to say if he voted for Filner or how he 
would cast his ballot in a recall. He said his motive was
