the gang problem that is tormenting honest people in his hometown as
he is to blaming law-abiding gun owners for the acts of psychopathic
murderers."House Speaker John Boehner, R-Ohio, repeated his view that the
Senate should act, saying, "It's one thing for two members to come
to some agreement. It doesn't substitute the will for the other 98
members."In a written statement, Obama said he'd prefer stronger language
than the compromise, but he said it represented progress."It recognizes
that there are good people on both sides of this issue, and
we don't have to agree on everything to know that we've got
to do something to stem the tide of gun violence," he said.Other
highlights of Obama's gun agenda -- including bans on assault weapons and
high-capacity ammunition magazines -- seem to have little chance of winning
approval in the Senate, let alone the House.Polls show more than 8
in 10 people back expanded background checks. Even so, the fight will
be difficult in both chambers, especially the House, where increasing numbers
of district lines are drawn to protect incumbents, said James Pasco, executive
director of the Fraternal Order of Police."They're not going to have a
constituency in every instance that is champing for that bill," said Pasco,
whose group has backed the drive for expanded background checks. The director

HERZLIYA, Israel The head of the U.S. company leading natural gas
exploration off Israel's coast on Thursday urged the country to develop
a national gas export policy, warning that government tax policy was scaring
off potential investors.Charles Davidson, CEO of Texas-based Noble Energy,
criticized Israel's decision in 2011 to nearly double tax rates on gas
profits after his company had already invested $1 billion in an offshore
field. He said the "very unusual" move may have driven away companies
from investing in Israel's emerging gas sector. He said he sensed hesitation
from potential investors who could help develop the Leviathan field, a large
find that is expected to produce enough gas for export."I felt that
.. companies were a little bit reluctant because of what had happened
on taxes in the past," Davidson said at the company's local offices
in the coastal town of Herzliya. In 2011, Israel's government raised taxes
on gas and oil finds, boosting the revenues to between 52 and
62 percent from under 30 percent.Davidson is in Israel after gas from
Tamar, one of Israel's new, sizable fields, started being extracted last
month. He hopes to convince authorities to agree on an export policy
that would provide clarity for investors looking to develop the resource.
For now, the gas is being used for domestic use only and
sold at fixed, previously negotiated prices. On Wednesday, Davidson met Israeli
Prime Minister Benjamin Netanyahu and

PALM HARBOR, Fla. Authorities say a Florida man accidently ran over
his 2-year-old daughter with a riding lawn mower in the Tampa Bay
area.Officials say 47-year-old Jeremiah Nugent was cutting grass Wednesday
at his Palm Harbor home and about to park the mower in
his garage when he thought his wife was alerting him that he
was about to drive over something. The Pinellas County Sheriff's Office
says the man responded by putting the mower in reverse, running over
his daughter. The man immediately turned off the mower, and the woman called
911.Authorities say the child's feet were severed at the ankles. Her left
hand was injured but intact. She was taken to Tampa General Hospital,
and her condition was unavailable Thursday.Firefighters say they treated
both parents for hysteria.
