Based on the incessant complaints arising from Foreign Contractors payments, Consignments owners and benefactors of inherited funds over inability of the Federal Government of Nigeria, Ghana including other West Africa Countries over the delay of receiving their due payment that has long been completed and process for years due to the activities of some corrupt top Government Officials, lawyers and bankers.
