GNU LilyPond version 2.4 has been release!
LilyPond is a program for making beautiful music notation. It is Fre=
e
Software, and is available for all popular operating systems. It run=
s
on GNU/Linux, most Unix flavors --including MacOS X-- and MS Windows.
Use it for your music too!
With this release, LilyPond does not rely anymore on TeX to do titlin=
g
and page layout, but distributes page breaks optimally by itself to
produce evenly spaced pages, while respecting user specified turning
points.
The slur formatting code has been completely rewritten, and now yield=
s
classical engraving quality results for most cases.
In addition, version 2.4 adds fret diagrams, a safe execution mode fo=
r
webserver use, a further simplified input format, better typography
for ledger lines, many bugfixes and a fully revised and updated
manual.

Asia Source: Tech camp for the voluntary sector [Details and Form]

Bangalore, India. January 28th to February 4th 2005.
Asia Source hopes to bring together over 100 people from 20 countries=
to
increase the use of Free and Open Source Software (FOSS) amongst the
voluntary sector in South and South East Asia.
This week long event will bring together NGOs and NGO technology supp=
ort
professionals working at the grassroots level across the region to le=
arn
new skills, exchange tips, and share experiences. Together with
regionally and globally renowned experts and specialists they will lo=
ok
at the use of FOSS within the non-profit sector from both an access a=
nd
a content perspective. Offering participants the opportunity to explo=
re
the practical technical side of FOSS whilst providing a conceptual
backdrop.
Asia Source will be the first event of its kind in the region, bringi=
ng
together regional non-profit professionals with a rights based focus,=
it
will invite those from both the technical and content end of the
spectrum to focus on the practical elements of FOSS deployment.
Participants with a range of expertise will be provided with a space =
for
intensive peer learning. They will be given the opportunity to develo=
p
their understanding of FOSS, learn how to select and apply alternativ=
e
technologies, and be provided with the skills and tools to utilise th=
is
within the context of their daily work. They will also be encouraged =
to
explore the challenges and the future potential of FOSS adoption with=
in
the social context.
During this 'camp' style event, participants will take part in a ran=
ge
of sessions. From planning and helping an NGO to migrate to FOSS, to
sharing tips and techniques on using FOSS tools for content developme=
nt,
advocacy and campaigning. In parallel to this they will look beneath
user-level scenarios, and break-down tricky issues such as localisati=
on
techniques and how to develop total cost of ownership models.
Four themes will flow throughout the event
1. 'FLOSSophy' for NGOs
2. Migration and Access
3. Tools for content and communication
4. Localisation
Asia Source will be held in a small artists community on the outskirt=
s
of Bangalore. Its aim is to become a community building event, with t=
he
potential to seed connections and future partnerships across borders =
and
between skillsets.
The event is co-organised by Mahiti.org (Bangalore) and the Tactical
Technology Collective (Amsterdam). The event is guided by an advisory
board of established non-profit and FOSS professionals from across th=
e
South and South East Asian region. Asia Source belongs to a larger
family of Source Events that seek to increase the viability of FOSS u=
se
by the non-profit sector. Other source events have taken place in Sou=
th
East Europe, Southern Africa and are planned in 2005 in Western Afric=
a.

Please send the application to asiasource@tacticaltech.org. The deadl=
ine
for sending applications is 19th of November 2004.
We will confirm receipt of the application immediately and will
ask you to check and reserve (if you do not have to pay for this)
your flight to Bangalore, India. We will also ask people who need
visas to check how they can apply for it.
As we have limited space and funds, we cannot accept all
participant applications and cannot reimburse the expenses for all of
them. Between the 19th of November and 3rd of December 2004 we will
personally inform each applicant by email if we are able to invite
him/her and in some cases reimburse expenses.
Dates:-
Asia Source is a week-long meeting, to be held January 28th -
February 4th 2005 in Bangalore, India. If you would like to
participate, you will need to attend the entire event, which means
arriving in Bangalore on or before January 27th and leaving on or
after February 5th.
Fees and subsidies:-
Participants will arrange for their own travel to Bangalore, India.
Once there, transport to the venue from the airport in Bangalore
will be provided. All meals and accommodation during the meeting
will be provided, for the modest participation fee of US$ 75.
There are a limited number of participation fee subsidies available
to cover this US$ 75 for those who are not able to raise the
funds. Travel subsidies are also available for participants who
would not otherwise be able to attend the meeting. Please apply as
soon as possible for subsidies as there availability is limited.
Who should attend?
This is an event for experienced professionals actively working with =
the
non-profit sector in South and South East Asian countries. To be
eligible to attend, you will need to answer the questions below,
providing detailed information about projects you have worked on. The
application deadline is November 19th, 2004. We are interested in all
kinds of non-profit and technical experience, but areas of particular
focus will include the following:
1. Localisation and multi-language projects
2. The use of technology within monitoring or campaigning proje=
cts
3. The use of technology for organising and collaborating
4. Audio/video, streaming media and/or radio
5. Innovative use of technology within non-profit projects
6. Experience deploying FOSS operating systems or applications
Demonstrating that you have worked on projects in one or more of the
above areas will make your application stronger.
All participants at Asia Source are required to be proficient desktop
users of computers, have been involved in at least one NGO/technology
project before and to have an existing awareness of the concept of Fr=
ee
and Open Source Software.

Dear Mr Barroso,
The preceding European Commission (EC) was campaigning actively for the
introduction of software patents in Europe. This campaign was against
the information and evidence showing that this would lead to
considerable risk to the European economies: On top of the studies
already known [1], recent publications by Pricewaterhouse Coopers (PwC)
[2] and Deutsche Bank Research [3] further underlines the damaging
consequences of software patents on Europe. As The Register quotes PwC:
"The mild regime [...] in the past has led to a very innovative and
competitive software industry with low entry barriers. A software
patent, which serves to protect inventions of a non-technical nature,
could kill the high innovation rate."
The reality that software patents are becoming an innovation restriction
may be one reason why all the parties in the German parliament objected
to their introduction. This is the first time (which we are aware of)
that all parties have objected in this way. Furthermore acknowledging
the damaging effect of software patents, the latest idea of the parting
European Commission is compulsory insurance [4] to limit the damage.
This insurance would apply to both defendants and patentees. When
looking for examples of software patent litigation that this insurance
should protect against, one does not have to look far: Eolas
Technologies sued Microsoft because of the infringement of a software
patent in 1999. Meanwhile - five years and remarkable legal expenses
later - the US Patent and Trademark Office (PTO) has declared the patent
invalid. There is no expert certain the patent would be upheld.
Nevertheless Eolas declared they would keep fighting, there is no way to
predict when this litigation will end. Eolas is continuing along this
road without insurance against losing the lawsuit.
In this sense, the planned compulsory insurance is like firefighting
with petrol: We already have 30,000 software patents in Europe. Many
compulsory insured patentees will consider the insurance as an
investment they need a return on. Returns from software patents are
reaped in lawsuits filed. The result: Rapidly exploding insurance
premiums, insurance companies limiting their risk to what they can
calculate, and in the end patentees and defendants will find
themselves in a situation similar to one without compulsory insurance,
but with one important difference: They will have spent an insane
amount of money on a useless insurance and bureaucracy for its
administration will have skyrocketed. With these developments, working
on reducing bureaucracy in the European Commission will become a
futile endeavour, but more importantly, innovations in the information
society will be eliminated and Europe will not become a competitive
knowlege based economy by 2010.
We therefore ask you to please spare the European economy both the
introduction of software patents (one of the most efficient road blocks
to innovation and economic growth in the information society) and the
madness of insurance against this needlessly created risk.

GNU Aspell is a Free spell checker designed to eventually replace
Ispell. It can either be used as a library or as an independent spell
checker. Its main feature is that it does a much better job of
suggesting possible replacements for a misspelled word than just about
any other spell checker out there for the English language. Unlike
Ispell, Aspell can also easily check documents in UTF-8 without having
to use a special dictionary. Aspell will also do its best to respect
the current locale setting. Other advantages over Ispell include
support for using multiple dictionaries at once and intelligently
handling personal dictionaries when more than one Aspell process is
open at once.

This release adds a new Nroff and Texinfo filter and fixes a number a bugs
and portability problems.
Complete list of changes from 0.60:
* Lots of compile fixes for various platforms.
* Miscellaneous bug fixes.
* Added Nroff filter thanks to Sergey Poznyakoff.
* The default filter mode when in pipe mode is now nroff for
compatibility with Ispell.
* Added Texinfo filter.
* Added a section detailing the differences between Ispell and
Aspell.
* Updated the section on thread safety.
* Other miscellaneous manual changes such as updating the To Do and
Authors section.
Major changes from 0.50.5:
* Support for affix compression.
* Better Unicode support.
With the new Nroff filter and support for affix compression Aspell should
be able to replace Ispell for most tasks. The only significant area where
Ispell is better than Aspell is the ability to deal with arbitrary
multi-character letters such as old ASCII encodings of accented letters.
However, support for this is on the To Do list.
With the release of GNU Aspell 0.60.1 it is my sincere hope that GNU
Aspell can replace Ispell as the de facto spell checker for all free
operating systems and possible all Unix like systems. All known
Ispell dictionaries have been converted to Aspell format, except for
Albanian (sq) as I was unable to find the source word list.
