The 0800 Linux project appears to be the idea of Carlos Betacourt.
After reading his heartwarming :-) proposal I decided this thing needed more

What is 0800-LINUX
Well, In a nutshell its a free ISP for linux users only. Ideally it will

I am proud to announce the release of Pangee verion 0.1.  This is a
preliminary, developpers-only release, which you still can't download/play 
with (mainly because going through the trouble of setting up the database 
would not be worth it). However, you can have a look at the source code 
and at the documentation (mostly in french) at:
http://prope.insa-lyon.fr/~ttempe.

Pangée is a project to build an Open-Source universal
language-learning engine. It should provide a server that manages a
database containing educational material, and a client that lets you
browse through/use that material. Its aim is to build a Free platform
for sharing Free language-learning educational resources.

The server is already in an almost-useable state. It can perform basic
requests and access the database. The client, however, will need a
complete re-write.

The task list for version 0.2:
 - re-construct the whole database.
 - completely rewrite the client using something more appropriate than
Delphi 3.0/win32.
 - Improve the current implementation of existing requests on the
server, add support for uploading of new resources, clean up the code.
 - Put some unicode-based language courses on the database.
 - Translate the technical  documentation into english (only if
some non-french-speaker offers to contribute.)

If someone wants to contribute, he can have a look at how to re-write
the client software. Let him contact me at thomas@gpl.insa-lyon.fr.

j'ai l'honneur de vous annoncer que le projet Pangée a atteint la
version 0.1.  Cette version n'est que provisoire, et ne présente
encore aucun intérêt pour l'utilisateur. En outre, si le code et la
documentation sont disponibles sur http://prope.insa-lyon.fr/~ttempe,
il n'existe aucune version "installable" ou essayable. La raison
principale en est la difficulté de mise en oeuvre, surtout à cause de
la base de donnée.

Pangée est un projet dont le but est de créer un moteur Libre et
universel pour l'apprentissage de langues étrangères. Construit autour
d'une architecture client-serveur, il devrait rendre possible la
constitution d'une base de cours de langues Libres et accessibles à
tous.


Le serveur Pangée 0.1 est presque utilisable tel quel, et permet déjà
de réaliser les requêtes élémentaires (login, téléchargement et liste
de ressources). En outre, il devrait maintenant être aisé de lui
ajouter de nouvelles fonctionnalités.

Le client est une version provisoire. Il permet de consulter de
manière très primitive une partie des ressources de la bases de
données.

Le travail à faire pour la version 0.2:
 - Re-faire la base de données.
 - Ré-écrire entièrement le client avec des outils plus valables que
Delphi 3.
 - Améliorer l'implémentation des requêtes actuelles sur le
serveur. Nettoyer le code, et implémenter l'ajout de données dans la
base.
 - Mettre des cours-exemple en Unicode dans la base de données.

Appel à contribution: si quelqu'un veut s'amuser, il peut se pencher
sur l'implémentation d'un nouveau client. Me contacter à
