I just uploaded a gtk-jpaint-970916-0.patch.gz to ftp.gimp.org. Here is
the readme:
This patch changes the way viewports (and thus scrolled windows) handle
resized. Instead of keeping a constant percentage, this patch changes the
behavior to keeping the upper left hand pixel fixed.
This patch is to gtk+970915.
