This is not mentioned on this list yet, but I just find that
that latest gtk just appeared in ftp://ftp.gimp.org/pub/gtk/
The version's readme file says:
"This is simply Jay Painter's gtk+-U1.tar.gz, unofficial distribution,
renamed and made official."
