That's part of the SKI packages from Sun:

application SUNWskimc      SKI 1.0 Software (CA Manual Page Package)
application SUNWskimu      SKI 1.0 Software (User Manual Page Package)

Where I found them is on the Solaris 7 Easy Access Server CD, with the
Sun Web Server software.
