Tripped across this yesterday (while waiting for a firmware upgrade for
my Qualcomm phone that gave it RSA capability!).

Essentially, the U.S. is getting paranoid about the fact that the Canadian
ECL isn't exactly the same as the U.S. Canada appears to be yielding to
pressure from the U.S. It's not clear whether this affects the
exemptions that Canada has traditionally had for public-domain and
"mass market" (their term) software.
