Huh?
Seems to me that Van Dyke is doing the world a service. This
is a free S/MIME library that implements the standard
algorithms.
It also happens to implement KEA and FORTEZZA [1], but I don't see how
this makes the product any less useful for public use.
What exactly is your problem with this, Bob?

[1] Not surprising, since Van Dyke did the development under contract
to the Feds.
