We're trying to obtain copies of the following confidential
papers and would appreciate those at universities or
other repositories to check to see if the papers are available
there. Simon Shepherd has written that he regrets he cannot
release them, and IEE publications writes that the org does
not have them (IEE is the UK Institute for Electrical Engineering,
or some such).
