I know Running Press Book Publishers has a "crypto for kids" kit that 
includes two jefferson wheels. I haven't actually seen them in hand but

It doesn't sat Jefferson wheels at the site but the package I had in my 
hands said so

No guarentees....haven't got a clue as to whether it's worth anything
