"Criminals in Italy are increasingly making phone calls over the =20
internet in order to avoid getting caught through mobile phone =20
intercepts, police say...."

But that's only half the story. Much of the issue goes in the other =20
direction: The Italian press apparently gets much of its information =20=

from crime reporting from wiretaps, often of government officials! So =20=

the government is trying to control both directions: Preserve its =20
ability to wiretap while stopping the press from doing so.
