In theory under NetBSD you can create an ISO9660 image on a RW hard disk.
Once the partition(s) are fully created perhaps you could burn them on a
CD-R.  Sorry I can't give any more details as I have not tried it.

Signature failed Preliminary Design Review.
Feasibility of a new signature is currently being evaluated.
