Do you have portmap enabled in rc.conf ?

portmap_enable="YES"
single_mountd_enable="YES"

cf. rc.conf(5)

     single_mountd_enable
                 (bool) If set to ``YES'', and no nfs_server_enable is set,
                 start mountd(8), but not nfsd(8) daemon.  It is commonly
                 needed to run CFS without real NFS used.
