Someone mentioned having heard that service hours are required by the
national by-laws. I don't know if this is the case, but it may have to
do with the hazing requirements. Some chapters have service hour
requirements for pledges (Kappa requires fifteen hours per pledge). If
the chapter does not require at least that much of the brothers, the
hour requirement for pledges can be interpreted as hazing. Our chapter
passed a requirement for brothers which matches the requirement for
pledges, with the understanding that this was necessary in order to
comply with the non-hazing rules. (We also passed the requirement for
other reasons - hazing was not the only reason discussed, and I do not
know the motivation for every brother's vote.)
