A BBS is well and good for students near to the Nat. Off. but, it just
distributes the cost. We have an FTP site, and as far as I know it is
free for use to use. (Correct if wrong) Those that have free internet
access use it free. Those with aol.com use it for the price of recieving
their email. I don't see any reason to add any equipment or shift any
expense.
