The worst situtation I have heard of is Incarnate Word College's chapter
which fell to two members.

Most members I have talked to join APO to serve. The most effective comebacks
I have seen is when faltering chapters dive into service projects in a big
way.

I assume that Fredonia's fall semester is about to begin. Some kind of
service for the incoming class on opening day is a good way to get attention.
Delta Pi offers a shuttle service from the airport to Trinity. If you could
pull this off, it's a great first impression. A little less ambitious is a
luggage-watching service as the students check in, refreshments as they wait
in the check-in lines, or providing a simple welcome packet (maybe something
as simple like stamped postcards so they can write their parents.)

Your school may also have records of the freshmen's high school activities.
If you can check to see if any were involved in some sort of service club
in high school, you could write a letter inviting them to continue their
commitment to service by participating in a service project. Maybe cleaning
up a local park or highway, a blood drive, voter registration drive, or some
other project where you can get them immediately involved.

Many simple projects take very little money and people usually will help if
asked. At first, don't worry about if they are members of APO or if they plan
to join. Let them get a good feeling about APO. But be sure APO is visible.
Wear your APO shirt, hat, pin, or whatever. And don't mope about low
membership, no one wants to join a depressing organization.
