I am a life member, so I wouldn't have had to pay under the proposal, but my thought is this: why should a volunteer have to pay for the privilege of helping our organization? In my mind, it's similar to the Red Cross charging people for the privilege of donating blood. It just makes sense that an organization should bear the cost of keeping track of its volunteers/donors as a cost of doing "business".
That being said, however, I would support a voluntary donation system, with the benefits outlined in the resolution, and such donations should be strongly encouraged.

As the person who wrote the resolution regarding the registration of volunteers, let me add/correct what Derek said about my proposal. He did a good job of covering it.
* In my resolution, I did not propose a specific amount for a registration fee. I felt it should be small, in the area of $5-10, which I thought was reasonable, and was aimed at covering the cost of handling registration itself and sending the volunteer a card. I had suggested that perhaps a subscription to the T&T be offered to the volunteers at an additional fee for those who weren't Life Members. I had also proposed that the fee be waived for those who were Life Members, Chapter Advisor, and active Brothers. The waiving of the fee for LM was a way to encourage more people to be LM. I am a little surprised it was voted down due to a fee because 1) I set no amount 2) I allowed for it to be waived for LM 3) my proposed amount I thought was low enough not to make it an issue.
* My proposal was basically aimed at Section Staff, Regional Staff, and "National Staff" (ie members of National Committees, working groups, etc). Elected volunteers (BoD members, Section Chairs) and chapter advisors get cards. Why not these other volunteers?
As I stated in my proposal, I'm a registered volunteer with the BSA. I pay $10 a year, which includes a year's subscription to Scouting magazine and a membership card. For an extra amount of money I can subscribe to Boy's Life. I felt that something similar for our alumni volunteers would be a Good Idea. It would also ensure that the National Fraternity would know who were our alumni volunteers, both in terms of numbers and who they were. And this information would be helpful in working with other organizations.
