I organize the Blood Drive at my office, so I get emails similar to the
one sent out via AP. The Red Cross has been experiencing this shortage in
various parts of the country since before Christmas. I know in Atlanta,
where I am, we've been short for quite some time.

The Red Cross can always use donations, any time of year. So, though I
cannot answer whether or not the shortage will be over by early February,
I would like to suggest that you go ahead and look into helping your local
Red Cross, or other blood banks in your area.

Thanks!
