There already is such a committee. Its the National Scouting & Youth Services Committee, which is headed by Dave O'Leary. We talked about this anniversary and the 100th Anniversary of the BSA in 2010.
But we have a couple of more National Conventions before that date. I would hope/expect something more formal in 2004.
