I've been beating this general kind of drum for years, usually prefaced with "this may sound odd coming from a hard-core computer geek, but..."
Technology for technology's sake defeats its own purpose. Instead of making life simpler, it increases overhead. In this case, an administrator has to manage each list, and each user has to manage all the lists they're subscribed to. It may segregate discussions from the main list or keep people from having to subscribe to the main list, but often the main list is hardly used and, as a result, neither of those reasons is really an issue.
That being said, however, I think that on this particular issue, I think there could be a sufficient amount of noise generated on the list to warrant segregating this discussion.
