How a board meeting can be called is specified in the National Bylaws. Board
meetings must also operate according Missouri state law. Missouri law does
permit boards to hold meetings via teleconference so long as certain
conditions are meant. I don't know the details of Missouri law on this matter.
So basicly, yes a suspension can happen between physical meetings of the
board of directors. I don't know what the minimum possible time is to
arrange a Board meeting.
Expulsion can only be done by the National Convention.
