The National Office is not infallible.
Of the 39 Chartering Brothers and Advisors of Zeta Phi Chapter, only one
is listed in the National Office's records of Zeta Phi's Alumni. So
unfortunately, no, I don't think the National Office would necessarily
have a definitive answer on certain membership issues. Certainly in the
modern era of the Fraternity, we can shift more blame on the students
for failing to report names and/or fees.
But for me, personally, and representing no one else in the Fraternity,
the only Brothers who aren't "real" are the ones who "pledged" at
revoked chapters.
People who KNOW they have no credentials (membership cards and shingles)
need to get on the ball and take care of that as undergraduates, or if
they are alums, get into contact with the National Executive Director.
Things happen. I trust the word of someone who was physically AT the
initiation of the person in question if there is any doubt.

If he is an Honorary Member, the National Office would know. Chapters
must send in the Advisor/Honorary Membership form for anyone they want
to make an Honorary Member (along with $5). Honoraries are then
assigned a chapter number and a national number and issued a card and
certificate.
If some chapter made him an Honorary and did not send it in the
paperwork, then he's not a real honorary member. (same issue as when
chapters fail to send in paperwork for pledges/new activites/advisors)
