According to what I've been told by Craig Muckle (R2 director), the
National office likes section boundries to be defined by county lines,
which is why there are chapters on the "wrong side" of I-81. The
rationale I heard was that county lines would move less easily than
interstates. The line dividing 91 and 92 was drawn arbitrarily between two
chapters to even out the number of chapters between them at the time.
