[APO-L] Regional Reps - staggered terms question.

From the creation of Regions in 1967 until 1986, what we call Regional
Directors today were known as Regional Representatives. They served for 4
years with half of the regions electing at each National (unless they
needed to fill a seat for someone who resigned/was promoted apo-wise).
I'm trying to find out which regions elected in each year.

According to the Region IV web site information
http://www.region4apo.org/region_directors.htm , Region IV started its 4
year terms in '72/'76/'80/'84 and according to the Region V web site
information http://home.earthlink.net/~bradbar/regionv/history.htm ,
Region V elected in '70/'74/'78/'82 .

Was it Even Regions vs. Odd regions? Or something else?
