I'm not really replying to Rich, I'm just using his message to jump in here...
Could I ask for some clarification as to what we are talking about?
I see two ways to interpret the discussion.
Is the suggestion to allow section 13 (as an example) to have a transition
period between SC elections and SC installation, while section 88 and 89
can still do elections and installations at the same time?
Or is the suggestion to establish a National Section Chair Transition day,
in which all section chairs would change offices at once?
I think that there are some benefits to a fixed term of office, and there
are drawbacks as well. I think it would make the most sense to allow the
various sections the freedom to experiment and find what works the best for
them. Some sections may well benefit from having a transition period,
others may not.
