The charter for an Alpha Phi Omega chapter is a contract between The
National Fraternity and the College or University at which a chapter is to
be placed.
The contract is proposed in a standard format by the national fratenrity,
however just as the College has the right to turn it down, they can
propose changes.
The national fraternity does indicate that school rules do trump the rules
of the fraternity in certain particulars, for example, if a school
requires that the complete pledging process shall take only 4 weeks then a
chapter that follows that rule is not in violation of the national
pledging standards.
If the school places extra requirements on the contract including those
governing possible membership, then Alpha Phi Omega has to decide whether
such a contract, (i.e. a charter) can be granted.
Some possible requirements are
1) Grade Point Average. Students must *have* a GPA, (so no 1st semester
freshmen as well) and it must be 2.5
2) A limit on the number of organizations a student may join
3) The chapter must be on a council with the social greeks
4) Only allows undergraduate students.
I am familiar with cases for requirements 1,3 & 4 and have heard of one
for #2. OTOH, What if the school puts this requirement...
5) The chapter may only have men as members. What then?
