I believe that the quality will come about if the Brothers who are involved with
the Chapter show their willingness to uphold the principles of Leadership,
Friendship, and Service.  Yes, Chapters should probably not grow more than
20-30% of their current semester at any one time, but again comes the part that
Brothers play in developing the Fraternal beliefs in the Pledges.  I believe
quality AND quantity can be tied together and make a much better contribution
than one or the other alone.
