Brothers-

We need to consider these issues at the various conferences and
conventions over the next year.  The way we are currently organized makes
it quite difficult for actives to have a larger voice.  Though, the voice
of the active membership is absolutely the controlling voice.  While
proposals are usually alumni sponsored.  The National Convention floor is
controlled by almost 100 to 1 by the active membership.  The regional and
sectional conferences are entirely active member driven.  The only voice
alumni have are the 11 regional alumni voting representatives at the
National Convention.  That's it.

The issues of getting back to the basics and helping chapters and the
fraternity grow require a national dialogue, which can be and will be
dominated by the voices that run this fraternity: its active membership
brothers.  I would encourage... no plead for every one to get involved in
it.
