Dear Brothers,
   I thought I would take the time to comment a little, like others, about
what Hayim wrote.  I have been out of active status for a little over a year
now; so many these issues are still relatively fresh in my mind.
Unfortunately, looking at the problems that he wrote about it just ends up
being one vicious circle upon itself.
  Why are we declining in membership?  Well from my personal experience as a
pledge-master my senior year I had to work my way around the ever-tightening
noose of school regulations.  The fact that the average students today does
not want to put in the effort to learn about the fraternity and do the work,
and that our chapter, at the time, had little sense of brotherhood, so ended
up being less than inspirational.  The pledge class that finished that
spring was the best that I could have wished for, and they deserve
congratulations for all they have accomplished since then.
   Why do the undergraduates not submit legislation?  That's an easy one to
answer, very few chapters are worried about what happens on the national
level.  There are more concerns for them to fret about at home.  It also
comes down to very few venture out beyond their chapter to see other
chapters are doing.  It was a requirement for those pledges to go to one
meeting/event outside the chapter, and even then with rides provided some
did not go.  I acted almost exclusively at most of out sectional meeting
because everyone was too busy.  It's those attitudes that are the basis for
not sending in legislation.
  As to Mr. Grossi's comment about cutting down the turnover time for
conventions, all I have to say is you are either nuts or have never work on
a team that did so, no insult intended.  I was a member of the Philadelphia
Bid team.  Not only did it interfere with my social life, but my schooling
suffered as well.  Undergraduates, barely have the time to do what's
required of them now, as attested to by those who are now working on the
convention.  The best part is everybody wants to help until they see just
how much work is required by this endeavor.  On top of that, students don't
prepare for what's a head.  I'm sure there are chapters out there now just
starting to save to send their delegates to convention, even though they
have known for the last two years where and when it was.  In addition, you
have to consider what the convention chair goes through.  I'm I close
personal friend of this year's convention chairman.  I wouldn't wish the
stress he deals with or the sacrifices he makes on anyone.  The sad part of
it is for all the work he has put in for the last four years, there is
little chance of him even being remembered or recognized for what he has
done.
   With that, all said I am going to quit while I'm ahead on this subject,
but I do want to take time to say goodbye to everyone.  For those of you who
haven't heard I was accepted into Veterinary school in the UK.  So, I fly
out next week for London.  I'm going to miss you guys terribly so please
take care of yourself.  I'll see you all at the Convention in December.
