Most actives are usually active for two or three years at the most. Most
actives don't go to sectionals or regionals, let alone nationals. Sure
they've looked at the National Bylaws and Constitution and Pledge/New
Member Manual and other such national documents, but most aren't going to
try to change things because they're satisfied with the way things are.
Most actives focus primarily on what's going on in their chapters.
I was an active brother for four years and I never submitted legislation
either to the Dallas or Phoenix conventions because I didn't think there
was a need for anything to be changed. Many times brothers don't see
things that need to be changed until they get involved with APO outside
their chapters, usually as staff after graduation.
