That could very well be one of the reasons. I believe that a reason for so
few submissions from actives is that it takes going to a national convention
to realize the importance of it. A brother may not be ready for submitting
legislation until their second convention. By that time, many of the
aspiring actives have become alumni. I for one plan on making a small
submission. And this will be the second national convention for me. I just
graduated from undergrad in the spring....
just an additional thought on your side note...
