The proposal is wordy and ambiguous.  The only clear message I get from
reading it is the words "membership in Alpha Phi Omega shall be open to all
students". (which the proposal says twice.)  The stuff about petitioning
groups and chapter status is difficult to understand.

The statement that Alpha Phi Omega doesn't require certain membership isn't
really true, you need a certain number to petition, activate, and stay
active, and it should be apparent that people aren't being discriminated
against for any reason.
