The BSA Rep. on the Board of Directors is a VOTING member. I had just
checked the bylaws last night because I wasn't certain myself. It is true
that the BSA Rep is an Ex-Officio member, but that does NOT mean not
voting - it just means "by virtue of the office." You can have, as we do,
ex-officio voting members (such as the BSA rep) and ex-officio non-voting
members (such as the National Archivist, National Legal Counsel, and
National Executive Director.)
The bylaws state that all members of the board shall have one vote, with
the exception of certain ones, and the BSA Rep is *not* listed in that
exception clause.
