Dear Brother Chuck,
Besides your name and chapter or section # staff representation, your
proposed legislation should include either and/or the following:
If the proposed amendment pertains to the National Bylaws or National
Standard Chapter Articles of Association, please include Article #, Section
#, & Subsection #.
If the proposed amendment pertains to the Rituals, please include
officer/speaker's role & page number.
If the proposed amendment pertains to the National Pledging Standards, please
include the pledging standard #.
If the proposed legislation pertains to the Toast Song, or other
fraternity-related issues/matters, please include the purpose & content of
the legislation.
All proposed amendments/legislation should include a rationale of why a
specific law/procedure should be amended/adopted. Please keep in mind, when
establishing proposals, that amendments to the National Bylaws, National
Standard Chapter Articles of Association, Rituals, and Toast Song require
both sequentially a 50.1% majority vote from the reference committee
considering the legislation, and thereafter a 3/4 majority vote from the
delegate assembly.
All other legislative proposals and/or policy resolutions require both a
simple 50.1 majority from both the reference committee and delegate assembly.
Questions for yourself to analyze:
1. What is the probability that the proposed legislation I develop will be
adopted by both the reference committee and the delegate assembly?
2. Which reference committee would "most likely" consider my proposed
legislation, so as to prepare my testimony, if and when the opportunity
arrives when I may be asked to testify before the committee?
Deadline for submission of proposed legislation to the National Office is
Wed., 9/27, exactly 90 days prior to the opening session of the Convention.
Preferably, the National Office would like proposals to include
parlimentary/constitutional rhetoric such as "amend", "replace", "strike",
and so forth, so as to assist their compiling & consolidation of legislation
for the Convention.
