Hi.
I am unaware of anything in the nature of APO that would prevent the
formation of a chapter at any accredited college.  For instance, there are
chapters at St. Louis University (Delta Delta) and Creighton University
(Kappa Chi), both of which are Catholic universities run by Jesuits.  There
are other examples as well.
There may be things internal to the university which could prevent the
formation of a chapter, and I wouldn't doubt the possibility of a series of
schools run by the same religious denomination to have a ban on something
like APO (though why anyone would want to ban a service organization is
unclear to me).
I am unaware of any such widespread bans actually existing.  If anybody has
information otherwise, please let me know.
