our chapter has quite strict rules in our bylaws concerning such an event.
Simply put, an alumni or advisor takes over that role temporarily, with a
5-member minimum committee to do that role if the position is deemed a
"major" position (aka if the chapter votes and says that's what they
want).  Otherwise, if it is deemed minor then a alumnus and/ or advisor
may take over that position until a replacement is found.  In the case
that multiple (active brother) replacements are found, they have an
election as usual.

Of course, all of this assumes that the brother is not coming back for the
duration of the semester or year (however your chapter runs it) and so
states that he or she won't be back.

But hey, I'm only a Parlimentarian-wanna-be...
