Question on "Conclaves".

I was reading the notices on my chapter's bulletin board a couple of weeks
ago, when I came across the announcement/invite for Kappa Beta Conclave. I
was confused at first because I had thought that conclave was at UNH (Theta
Zeta) but upon further perusal discovered it was a Section 97 conclave.
Questions:
1. When did Section 97 Sectionals becone Conclave?
2. Why?
3. Can any section use the conclave nomenclature?
4. What's different between a sectionals and a conclave? I have been to both
"types" of conferences and can tell you that the section 88/89 conference
more closely resembles a section 94/96 conclave than many sectionals , like
for example section 99 conference.
I really don't care what name is used, but I was just confused and curious.
