My experience when I was a part-time faculty member at a community college in
the State University of NY system was that students paid a fee for each class
that they used computers. (I think the fee was $30.00 per class, this fee was
automatically figured when the students signed up for a class with computers.)
Now here is the clincher and the loop hole. If they simply paid the $30.00
fee once and then signed up for the class they got the fee only once, but if
they signed up for 3 classes using computers (english comp, accounting, and a
lab) they got a 90.00 fee.
My undergrad and grad schools it was included in the instructional resource
fee. Both of these schools were in the SSHE of PA Universities. Now
connection to a T1 in your residence hall room had a separate fee in addition
to the one time hardware fee.
