I have one more thing to add about chapter, or even other, DSKs.  I personally
do not feel that the standards should not be SO inhumanly high that no one ever
gets one.  If this is the case, then the award should be abolished because,
it serves no purpose as an AWARD.  And on the other hand, they should not
be given out as a thank-you-playing-the-game award.  As it would also cheapen
the award.

Even with the Nobel prizes, for example, they award one each year in all the
fields to acknowledge superior achievements and contributions to humanity.
They do not set the standard so that it is unattainable, only hard to attain
but STILL attainable.

By awarding DSKs, you should not be acknowledging absolute perfection, but those
who truly strive for it.  Some years this may be 5-10% of your chapter,
other years perhaps 1% or even 0%.

In short, be FAIR and CONSISTANT in your awarding of the Distinguished
Service Keys.

These ideas are mine alone, although I hope some people share them.  Take 'em
or leave 'em.
