        Hey guys.  I've posted a lot for various reasons and various
issues, and now that I'm finally out of office you would THINK I would
stop coming to this dicussion list for advice.  Oh heck no.  This may or
may not spawn a lot of messages, but whattheheck.

        Our chapter, Iota Phi (UC Davis) has gone through its ups and
downs during the past couple of years.  At our best, we were the second
largest chapter in the nation (~300 members) when I pledged back in 1995.
At worst, we were at 32 members two years ago due to financial and
personal issues in the chapter.  We currently have approximately 120
members, including our recently inducted Joseph Kuchta pledge class of
57 people last week.  (The more pessimistic members of our chapter suspect
that only 20% will stay active this upcoming spring term.)  The past
couple of terms have been a little overwhelming on officers also, due to
the sheer numbers of pledges and feeling "lost in the crowd."

        Now here is the issue:  a couple of the members -- especially the
"older" actives that have been disheartened by our low retention rate, is
heavily suggesting the idea of giving out bids.  As president, I
investigated the issue and suggested a bidding system similar to Rho
chapter (University of NC)  where they have a competetive rush system and
give out bids depending on the amount of rush events to go to and chapter
input.
        However, there have been some members of our chapter that what to
take that a step further and to have us as actives vote on rushees to have
pledge.  Their argument is that "the business fraternity can do it (Delta
Sigma Pi) and they're not a social, so why can't we?"  Our members (me
included) are completely against the idea of selecting pledges, but are
open to the idea of a bidding system such as Rho chpaters... and some
members of our chapter are disgusted of the whole idea completely.

        At their (and my) requests:

        1)  Is this even LEGAL?  By the National Pledging Standards?
        2)  Has ANY chapters ever gone through a process of limiting the
amount of people wishing to pledge?  If so, how did they do it?  Did it
work?

        Any suggestions will help.  Our CPPC is in three days.  We will
vote on whether we will give out bids or not in four days, and all we
know is that something, anything, must be done. thanks.
