Just a quick thought on this discussion. Much like the last Amendment added to
the US Constitution, perhaps we could have a provision that says legislation
submitted but not adopted at a convention may not be resubmitted until at
least one additional convention shall have passed. If its really a good idea,
wouldn't it survive and be proposed anew in four years? Just another idea.
