I agree with Tom.
I also remember hearing the average "lifetime" of an active brother is now down
to around 18 months. Here in Region III, this means we generally consider the
chapter to have had a membership turn over in about this time. With the
lifetime of actives getting shorter and shorter, I would think this would give
repeat legislation a better and better chance of being passed at one convention
when it was voted down at the previous one.
