My fellow Brothers,
I have read the fustration in the mails concerning the Legislation.
The 86 Convention in Houston if memory serves was the last 3 day
convention. That convention voted to add "1/2" a day more to the
convention. As you saw a few weeks ago in Minnesota, the convention not
only is a full 4 days but also there was activity on the 26th as well.
If you add one more day it will be filled, and I do not belive the
voting delgate session will be out any sooner. The voting delgates have
the right to express their opinions and on very emotional issues more
delgates will speak longer. Yes you are correct that delgates should
only be allowed to speak twice on one issue. and it is the responiblity
of the chair to police it. But the chair must have some leaway.
The voting delgates themselves must also look at when they speak on an
issue that they must bring up new points and not just bring up points
that have alway been said. That too makes the debate longer. Having sat
through all the conventions voting delgate sessions since the 84
convention, I have seen very long debates and very inspirational
debates.
I feel that the voting delgates have the power to limit debate and to
make the debate a very positive experince for whatever side you are on.
And the voting delgates do have the power to question or point out to
the chair if you feel that the debate is not going in accordence to the
rules.
The voting delgates do a great job and I want to again thank them for
the dedication and time you gave to the past conventions.
Yours in leadership, friendship and service,
Bill Kuhfal
