perhaps one way to save time, at least for ref comm members would be to:
STEP 1. push back the deadline for submitting legislation (you have almost
2 years-not much done there) for say a month
STEP 2. with the extra month, we now have time to send out each ref.
com.'s legislation that they will in charge of handling-with a list of
everyone who's on the com., phone #'s, e-mails, etc...that way they can
informally talk to each other and form some preliminary ideas and opinions
about what should be done.
and also if you wanted to speak with someone about their proposal and they
won't be attending the convention, this would offer the committees time to
subpoena them (that's for you Rev)
with the extra time that could possibly bring-we could use that to
schedule in "rats on parade" during the PM hours!
just for the record, I never said i agreed with limiting alumni proposals,
just what I heard-I do believe in co-sponsoring though. by searching for
someone to sponsor (in case of alumni) it could help bring together alumni
and active chapters
