Another idea on legislation

        Here is an idea to give a slight restriction on alumni proposal of
legislation:
        All legislation presented to the National Convention for
consideration shall be sponsored or co-sponsored by an Active member,
Chapter, Section, Region, or the National Board.

        As an alumnus (and even as an Active brother), I did not think it
was right to propose legislation to the National Convention that I could
not even convince my chapter to approve.  You will not find any legislation
from me, even though I have proposed legislation.  Instead, the would say
Zeta Theta on it.  Granted I concead that there may be instances where
getting chapter approval may be difficult (I proposed several pieces of
legislation this year, but they got lost when present to my chapter and
they were never considered for approval) so I have compromised my original
beliefs a little by stating that you mearly have to convince one Active
brother to co-sponsor.  I find it hard to believe that any one has
legislation out there that will pass at a National Convention that with
only the slightest of effort they could not convince just one Active member
to support.
