This is not good. While improving the number of undergraduate proposals *is* a
good thing, limiting the number of any one group is not only bad as far as
freedom to submit goes, but may also limit the number of proposals from people
who have been there a number of years. Learning lessons from the past is a
prime reason we have elder brothers still active in the fraternity. Limiting
their invaluable contributions would be a step in the *wrong* direction. The
undergraduates decide the fate of the fraternity, but voices from the past
must guide the leaders of the present, without dominating them.

It is my firm belief that the following should be done:

1. Voting Delegates arrive on the 26th and committee agendas and
meet-and-greets get taken care of that day. Say, around 3 PM - 6 PM (just an
idea time, not solid). This way, preliminary items can be taken care of. Many
delegates arrive on the 26th as it is, and to me, it seems as if that would
get alot of stuff out of the way early.

2. Water be kept constantly on hand. Hotel conditions tend to be both sterile
and dry. This leads to health problems, especially for students who are
adjusting to climate changes as well. I know the floor runners are extremely
busy (did it at '92 Nationals), but filling a pitcher of water may well be the
best thing we can do for our delegates.

3. An alternate voting delegate be pre-registered with the National Convention
in case of health problems or other such difficulties. This person must be
certified by Rules and Credentials as "on the list" before such time as he or
she takes over. I know Rules & Credentials already subpoenaed over 100 people
last year during Banquet, but this alternate delegate may be the only way to
keep up health. The alternate voting delegate should be used only in case of
inability to perform duties of the current voting delegate, and should in no
way constitute a 3rd vote. I welcome ideas and ammendments on this issue, as
it seems there is no perfect solution here.
